Summary on the research of current state of 10 TSFs in the Donetsk and the Luhansk regions 22.03.2021

The research of the current state of TSFs in the Donetsk and the Luhansk regions was conducted in 2020. The work was completed under the OSCE Project Co-ordinator in Ukraine project “Strengthening Capacity for Water Monitoring and Management in Eastern Ukraine” in partnership with the State Agency of Water Resources of Ukraine and with assistance of the Donetsk Regional State Administration, the Luhansk Regional State Administration, the Siverskyi Donetsk Basin Water Administration.

The research included a review of the current state and identification of threats to the environment from the operation of the storage pond of PrJSC “Bakhmut Agrarian Union”, located in the military zone of the Donetsk region, and of hazard objects located in close proximity to the Siverskyi Donets River in the Luhansk region: Sludge Storage Facilities of PrJSC “Severodonetsk Azot Association”, Sludge Storage Facilities of the former enterprise “Lysychansk soda”, Waste Storage Facility of Municipal Enterprise “Rubizhne Production Department of Water Supply and Sewerage” of Rubizhne Town Council, the balance holder of the TSF that was transferred from “Rubizhne Krasytel” LLC.

The main results of the research are summarized in the scheme Eco-technogenic portrait of the facility, which reflects five indicators (Driver – Pressure – State – Impact – Response):

  • Driver - human activities that may impact the environment
  • Pressure - direct consequence of an activity
  • State - conditions that arise in the water bodies due to activities
  • Impact - consequence of the pressure for the environment
  • Response- measures taken to improve the state of water bodies

The recommendations to improve the level of environmental and technogenic safety of the TSFs are developed, that can be used in the drafting of the Don River Basin Management Plan and other relevant programs in the region.

The results of the work were presented on January 19, 2021 at online meeting. Representatives of central and local competent authorities, TSF operators, research institutions and international organizations attended the event.
